AVRSB Responds to Glaze Report Recommendations and Government Response

January 25, 2018: The Annapolis Valley Regional School Board’s governing board members are committed to continuing their governance role in our system until further direction is received from the province, and will stay focused on the AVRSB vision of Working Together for Students.

As announced by Nova Scotia’s Minister of Education and Early Childhood Development on January 24, 2018, the governing board of the Annapolis Valley Regional School Board is one of seven governing boards that will be dissolved. Dr. Avis Glaze’s “Raise the Bar” report contains 22 recommendations which the government has accepted in spirit and intent. The dissolution of seven regional school boards is one of 11 changes that the government has committed to acting upon first. The report and government response can be found at We are awaiting implementation details and a timeline from the Department of Education and Early Childhood Development regarding the dissolution of governing school boards and other recommendations.

In AVRSB, our focus is always on students in our schools every day. Our schools and services for students will continue to operate as usual. As more information is received from the province, updates will be posted to and shared with school communities.

Board Chair Lavinia Parrish Zwicker says that although governing board members were shocked and saddened by some of the recommendations accepted by government, the report also contains many ideas to better support students for which board members have advocated. These include calls for stronger wrap-around services for students, more supports for principals as instructional leaders, and changes to the provincial funding formula to better address current needs.

“Many of the recommendations in the Glaze report make sense and reflect the voice of governing boards, including AVRSB and our fellow boards across Nova Scotia,” says Parrish Zwicker. “While it is disheartening that we will lose a regional voice on behalf of communities, we will move forward by focusing on the aspects of the report that will benefit students and their success, which has always been at the heart of what we do.”
